Program for Vice-Minister Level Officials of the Vietnamese Government, 2015

In response to the request from the Organization and Personnel Department of the Secretariat of the Central Committee of the Communist Party of Vietnam, GRIPS conducted a twelve-day training program for vice-minister level officials of the Vietnamese government from October 5 to October 16, 2015. In this fourth time of the program, GRIPS welcomed 15 vice-minister level officials selected by the Monitoring Office of Program 165.

 

During the program, participants attended lectures given by the program director, Senior Prof. Masahiro Horie (Director of Executive Development Center for Global Leadership) as well as lectures given by GRIPS faculty members including President Prof. Takashi Shiraishi, Vice-President Prof. Tetsushi Sonobe, Academic Fellow Prof. Shigeru Morichi. In addition, lectures were given by Ms. Mai Fujita (Deputy Director, Southeast Asian Studies Group II, Area Study Center, Institute of Developing Economies), Mr. Tomonori Yoshizaki (National Institute for Defense Studies) and Prof. Hiroshi Nagano (Guest Professor of Keio University, former professor of GRIPS). The participants learned about a wide range of subjects related to leadership and management, including the strategic relationship between Japan-Vietnam, modernization and development strategy, government and public administration, policy making, implementation and evaluation, administrative reforms, globalization and challenges, crisis management (national security), transportation policy, civil service system and personnel management, leadership, and science & technology, and innovation policy.

 

In Tokyo, participants visited the Keidanren, Ministry of Internal Affairs and Communications and the National Diet of Japan. They had a dialogue with the chairman and members of the Keidanren Japanese-Vietnam Economic Committee, and they had a meeting with Mr. Takayuki Sasajima, Vice-Minister for Policy Coordination and received a briefing about Administrative Evaluation Bureau at the Ministry of Internal Affairs and Communications.

 

The delegation took a one-day excursion to Lake Yamanaka and a field trip to Kanazawa and Fukui (Hokuriku Area) was also conducted. In Fukui, under the cooperation with the Regional Economic Research Institute of Fukui Prefectural University, the delegation visited three SMEs and factories (Seiren Co., LTD, Fukuvi Chemical Industry Co., Ltd and Charmant Co., Ltd) and Fukui Chamber of Commerce and Industry. The Networking Event with business leaders in Fukui was held and Mr. Le Son Hai, Vice Chairman of Ethnics Committee of Vietnam, the head of the delegation gave a presentation entitled “How to Strengthen Japan-Vietnam Economic Relations”. Through exchange of opinions with many entrepreneurs of companies which are expanding (or are considering to expand) business in Vietnam, they learned a lot of possibility of cooperation between Vietnam and Japan.

On the final day of the training program, they had a wrap-up session presided over by Prof. Horie. At the completion ceremony, each participant received a certificate of completion of the course.
