Special GRIPS Forum “Indonesian Maritime Strategy”

At the Special GRIPS Forum on December 9, 2016, Ambassador Arif Havas Oegroseno, Deputy Minister of the Coordinating Ministry of Maritime Affairs of the Republic of Indonesia, gave a lecture titled “Indonesian Maritime Strategy”.

Abstract

Indonesia is the largest archipelagic State in the world with area of sovereignty and sovereign rights of around 6 million square km. History proves that Indonesian maritime culture can be traced up to the 1st century. However, for decades, Indonesia’s policy was more land-based. The current administration, under President Jokowi, had launched a new policy to make Indonesia as Global Maritime Axis. This includes strategic programmes on maritime culture, economy, spatial planning, security, diplomacy, research and technology, and marine governance. How will Indonesia implement these strategies, nationally and regionally? How regional power, such as Japan can harness this strategy?

Speakers’ Profile:

Ambassador Arif Havas Oegroseno is currently Deputy Minister of the Coordinating Ministry of Maritime Affairs of the Republic of Indonesia. He was the President of the 20th Meeting of the 162 State Parties to the UN Convention of the Law of the Sea (SPLOS). He was also the Indonesian Ambassador to Belgium, Luxembourg, the European Union and the World Custom Union from September 2010 to January 2015. A career diplomat and an expert in international law of the sea, he has served in the Indonesian Foreign Service for over 25 years since 1986. In 2008-2010, he was the Director-General for Legal Affairs and International Treaties, Ministry for Maritime Affairs. He has been conferred Honorary Knighthood of Blanc-Moussi of the Stavelot City, Belgium and also Honorary Knighthood of Confrerie du Rat-Mort of Ostende City, Belgium. He is also holder of Hydrographer Brevet from the Indonesian Navy. Member of Network Task Force on International Property Rights; Member of the advisory Council of the Asian Society of International Law; Member of the Executive Council of the Asian Society of International Law. He established close working relations between notable think tanks and academic institutions in the Asia-Pacific, Europe and America. 

 

He has given lectures in various Indonesian and foreign universities such as the Australian National University, Cambridge University, John Hopkins University, the London School of Economics, Rhodes Academy of International Law of the Sea in Greece, the International Maritime Law Institute in Malta, the Center for Ocean Law and Policy of the Virginia University in the US, and the Center for International Law of the National University of Singapore.
