The 70th GIST Seminar”New industrial and innovation policy experiments in the European Union”

Presentation Overview

This presentation will discuss two central industrial and innovation policy “experiments” the EU has decided to pursue during the 2014-2020 strategy period. Firstly, EU level science and innovation policies are currently driven by the focus on tackling imminent “societal challenges” (energy efficiency and security, aging and sustainability of the welfare systems etc) through technological and social innovations. Second, most of the EU regional policy is driven by the concept of “smart specialization” that seeks to increase the relevance and impact of regional industrial and innovation policies across the EU. This presentation will introduce the basic policy rationales and designs of these new policy approaches and will also discuss their functioning within the multi-level governance of the EU where such policy experiments have to be implemented by nation states and regions with uneven industrial and innovation capabilities, and also diverse political and institutional systems.
