Daw Nwe Nwe Win was born in 1957 and finished her primary and secondary education in Yangon, the capital of Myanmar at that time. She graduated with a Bachelor of Commerce from the Economic Institute of Yangon in 1978. She subsequently successfully completed various courses and training programs in Accounting, Register of Law (R.L) and Computer Science and programming. In 1995 Nwe Win Win was accepted into the IMF-sponsored Transition Economy Program to study for one year at GRIPS’ predecessor, the Graduate School of Policy Science at Saitama University, Japan.

She joined the Budget Department under the Ministry of Planning and Finance of Myanmar in 1988. Over the years she has gained a great deal of work experience in budgeting of the State Economic Enterprises, public sector and external debt management.

 

Daw Nwe Nwe Win was appointed Director General of the Budget Department in 2015. In her current role she has been one of the key figures in Myanmar’s public finance management reform. The so-called Modernization of Public Finance Management  (PFM) Project has been implemented in Myanmar since 2014, in collaboration with the World Bank to support the strengthening of Myanmar’s PFM systems and institutions, and improving policy formulation and implementation for effective, efficient and accountable delivery of public services.

Furthermore, she has been playing a leading role in the collaboration with international organizations and line ministries for budgetary reform and public finance management reform and she has participated in many meetings, workshops and seminars concerning with fiscal and financial matters around the globe.

 

We were happy to welcome Nwe Nwe Win back at our GRIPS Campus when she participated in the week-long Japan-IMF Macroeconomic Seminar (JIMS), an executive training program for macroeconomic policy makers in Asia in February 2018.

 

Here are her comments about the JIMS Seminar: “JIMS is one of the effective and efficient seminars for me. It was really an executive course within a week full of policy messages for sustainable development based on the current world economy. The beauty of this seminar is providing an opportunity to meet all executive levels from MoPF and CBM in one place for the exchange of views and thoughts.”
