Chantha Onxayvieng graduated with a Master of Public Administration from the Young Leaders Program at GRIPS in 2005. After returning to Laos, she served for about one year as Acting Director of the Public Relations and International Cooperation Division at the Cabinet of the Public Administration and Civil Service Authority (PACSA) under the Lao Prime Minister’s Office. In 2007, Chantha was appointed as Executive Assistant to Minister / Chairperson of PACSA. In August 2011, PACSA was upgraded to a full-fledged ministry and changed its name to Ministry of Home Affairs (MOHA). In 2012 Chantha was appointed Deputy Director General at the Department of Planning and Cooperation.

In September 2012, Chantha was accepted to study in the doctoral degree program at the College of Public Administration of Huazhong University of Science and Technology (HUST) in Wuhan, China. Her dissertation titled “Public Service Improvement in Lao PDR: Strengthening Administrative System and Human Capacity to Improve Performance for Public Service Delivery” earned her a Doctoral Degree in Administrative Management in June 2015.

 

Upon her return to Laos, Chantha Onxayvieng was appointed as Director General of the Public Administration Research and Training Institute (PARTI), Ministry of Home Affairs. PARTI is the key institution for building the capacity of administrative civil servants in managerial positions through research and training in public administration, governance and civil service management in Laos. PARTI aims to become a true centre of excellence for public administration research and public management training. PARTI has conducted research and delivered a number of courses on public administration, office management, induction training and training of trainers. It has also developed and piloted courses in Planning, Budgeting and Financial Management (PBFM), General Management and Gender Mainstreaming, and Civil Servant Management for staff working in personnel functions, as well as modules for leadership training.

Her current responsibilities include managing the Governance and Capacity Development in Public Sector Management Program. The project is supported by the Asian Development Bank and will help implement multiyear budgeting and intergovernmental fiscal relations and strengthen civil service capacity. It will also assist in improving the public sector’s capacity for investment management and identifying potential public private partnerships.

 

Chantha is also involved in researching and teaching senior managerial level staff in the public sector. She has been teaching subjects like Public Administration, Leadership, HRM-HRD, General Management and Planning for government officials at central, provincial and district levels.

In her free time, Chantha enjoys being outdoors or playing sports such as badminton. She is also interested in discussing current global issues, global governance in particular, and is eager to hear the views and learn from people from diverse cultural backgrounds.

 

Asked about her experience with GRIPS, Chantha answered: “I would say that GRIPS is a wonderful Institute and a great place for developing and nurturing talent in a truly global think tank. Thank you so much indeed to GRIPS, especially to professors, staff and friends who supported me during and after I graduated with my Master Degree in Public Administration of Young Leader Program (YLP) in 2005. Then, I could apply my knowledge and lessons learnt to develop in my work, my department and my ministry as well as my country. Therefore, I could say that I could grow in my career from learning, experiencing and doing with commitment. “
