Abstract:

Ukraine has been able to fend off disruptive cyberattacks from Russia over the last two years since the invasion in February 2022, because both the Ukrainian government and industry has made their utmost efforts to enhance their cyber defenses since the annexation of Crimea in 2014. Also, the country has been able to obtain cybersecurity support from other governments and major tech companies. As there is a growing concern over a potential Taiwan contingency and related cyberattacks, it is the time for Japan to learn lessons from Ukraine for better cyber defenses and resilience.

Speakers’ Profile:

Mihoko Matsubara is Chief Cybersecurity Strategist, NTT Corporation, Tokyo, being responsible for cybersecurity thought leadership. She previously worked at the Japanese Ministry of Defense before her MA at the Johns Hopkins School of Advanced International Studies in Washington D.C. on Fulbright. Most recently, Mihoko was VP and Public Sector Chief Security Officer for the Asia-Pacific region at Palo Alto Networks.

She is Associate Fellow for Cyber at the International Institute for Strategic Studies, London; and Adjunct Fellow at the Pacific Forum, Honolulu. Mihoko published a book on cybersecurity in Japanese from the Shinchosha Publishing Co., Ltd. in 2019. In 2020, her book won an award by the Okawa Foundation for Information and Telecommunications. Her second book, Ukraine’s Cyber War, was published in August 2023, and awarded by the Digital Policy Forum in March 2024.
