Training Program for the Ministry of Personnel Management Republic of Korea
National Graduate Institute for Policy Studies (GRIPS) conducted a five-day training program for young leaders of the Korean Government from November 10th to 14th, 2025, upon the request of the Ministry of Personnel Management (MPM) Republic of Korea, following on last year. A total of 16 Millennials/Gen Z public servants including 2 members from MPM participated in the program.
The theme of the training was "Public Management and Leadership". During this program, lectures and discussions were held on topics of "Japanese Government and Reform" "Security on the Korean Peninsula and Japan's Role" "Zero Carbon" "Cybersecurity" "EBPM (Evidence-Based Policy-Making)", and "Theory and Practice of Knowledge Creating Leadership" which were provided by GRIPS faculty members including Vice President Professor Hirofumi Takada (Director of the Executive Development Center for Global Leadership), Executive Vice President Professor Narushige Michishita, Professor Daisuke Miyamoto, Professor Tadashi Yokoyama, Professor Kazuaki Takahashi, and also by Associate Professor Ayano Hirose, Dean of the College of Business, Rikkyo University.

In addition to the lectures, two group discussion sessions were held over the two days. Each group discussed "DX in Public Administration" with GRIPS international students in the first session, and "Demographic issues" with GRIPS Japanese students in the second session. Especially the latter is a common issue for both Korea and Japan today, they had a lot of points in common as the people of the same generation. This resulted in a very lively discussion by all participants.

Additionally, in connection with the training theme, the delegation visited the Cabinet Office Secretariat for Science, Technology and Innovation Promotion, and the Digital Agency. They had the lectures given by the officials regarding Japan's AI policy and Digitalization. Both were topics of great interest to the delegation, and they asked many questions including the comparisons of their own country although the time was limited. We hope these visits would help them gain deeper understanding of AI and DX policies.

On the final day of the program, a follow-up lecture and a wrap-up were given by Professor Hirofumi Takada, the Program Director. Then the program finished with the certificate award ceremony.
Throughout the entire program, it was very impressive that the delegation showed unique ideas and perspectives in their comments/questions as the young leaders of the Government.
