Training Program for Professional Leaders of Vietnamese Government
GRIPS conducted a ten-day training program for sixteen Professional Leaders of Vietnamese Government from October 20 to October 29, 2025.
The core topics were Japanese political and administrative system and management, Good governance, Administrative reform, Infrastructure development, Environmental problem, Leadership which are the crucial issues for Vietnamese officials.
<Lecture>
During the program, participants attended lectures delivered by: the program director, Vice-President Prof. Hirofumi Takada (Director of the Executive Development Center for Global Leadership), GRIPS faculty members including Prof. Kunihiko Shinoda, Prof. Tsuyoshi Yoshimuta, Senior Prof. Hitoshi Ieda, Prof. Kazuaki Takahashi, Prof. Hideyuki Tanimoto. Participants studied a wide range of subjects mainly covering Japan’s practical experiences such as; Economic Cooperation in the Indo-Pacific Region, Political and Administrative Systems and Management, Administrative Reform and Good Governance, Policy-making Process, System of Japanese Local Government and its Relationship with Central Government, A few discussion points on infrastructure based on the experience of Japan , Global Warming and Decarbonization Policies, The Role of Finance in Regional Development. We also invited Mr. Masakatsu Okamoto, former president of Japan Academy for Municipal Personnel, and Associate Prof. Ayano Hirose from Rikkyo University to deliver lectures on leadership, each offering unique perspectives and approaches.
After each session, there was a time for Q & A and discussion, and the Vietnamese participants actively exchanged their opinions and comments.
In addition to the lectures, participants attended a presentation on “Japan's Administrative Counseling System (Ombudsman Function)” at the Ministry of Internal Affairs and Communications (MIC).
The delegation went on a three-day field trip to Gunma prefecture, they visited Isesaki City Hall, KOGANEI SEIKI CO., LTD. and Kawaba village.
At Isesaki City Hall, participants were briefed on the Local government-driven multicultural coexistence policies. At KOGANEI SEIKI CO., LTD., they deepened their understanding of how companies put coexistence into practice through examples of initiatives focused on employing and supporting Vietnamese staff. At Kawaba village, they attended a lecture on the partnership agreement with Setagaya Ward, the operation of the roadside station “ Kawaba Denen Plaza” and distinctive initiatives related to forest conservation.
At each site visit, participants asked questions actively about themes they were most interested in, and the person in charge responded carefully.
In addition to visiting local governments and companies, participants also toured “Rinkokaku” a national important cultural property, and the Tomioka Silk Mill, a UNESCO World Heritage Site. They learned about how Japanese culture and traditional tourism resources are utilized. The participants were warmly welcomed by the people of Gunma.

On the final day of the training program, on behalf of the participants, the leader gave a speech on the content of the intensive ten-day program and presented how they would reflect lessons learned in their work after returning home.
