Training program for Cambodia’s Ministry of Economy and Finance (MEF)

From June 16 to 19, 2025, GRIPS conducted a four-day training program for fifteen senior officials from the Ministry of Economy and Finance (MEF) in Cambodia, including a Secretary of State, Under Secretary of State and senior specialist. 
This program was organized at the request of the General Secretariat of Public Financial Management Reform Steering Committee (GSC) of MEF, with the aim of sharing Japan’s experience and policy challenges in infrastructure development and management. Under the coordination of Project Director/ Senior Professor Hitoshi Ieda, the program featured lectures by multiple GRIPS faculty members and site visits to key infrastructure facilities supported by the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).

Through the lectures, participants systematically explored the topics such as trends and prospects in Japanese infrastructure development and, management with a focus on trunk road development, project evaluation for infrastructure development, development and flood control of water infrastructure, management of infrastructure stock, and financial and organizational systems related to infrastructure management. Each lecture was grounded in real-world policy and project examples, and included active discussions and Q&A sessions.

Participants also visited several infrastructure sites, including the Ken-O Expressway construction site, Arakawa High-Standard Levee, Tokyo Rinkai Disaster Prevention Park (Sona Area Tokyo), Tokyo Port, and Haneda Airport’s runways. These visits complemented the lecture content and provided deeper understanding of the topics discussed. Participants showed great interest and attentiveness during the site explanations, and the insights gained are expected to contribute to future policy formulation and institutional development in Cambodia.

During the final wrap-up session, participants expressed that the program provided them with valuable, practical knowledge applicable to their work. Vice President Professor Hirofumi Takada (Director of the Executive Development Center for Global Leadership) awarded certificates of completion to all participants and formally closed the program.
