Program for Vice-Minister Level Officials of the Vietnamese Government, 2015

In response to the request from the Organization and Personnel Department of the Secretariat of the Central Committee of the Communist Party of Vietnam, GRIPS conducted a twelve-day training program for vice-minister level officials of the Vietnamese government from April 6 to April 16, 2015. In this third year of the program, GRIPS welcomed 14 vice-minister level officials selected by the Monitoring Office of Program 165.

 

During the program, participants attended lectures given by the program director, Senior Prof. Masahiro Horie (Director of Executive Development Center for Global Leadership) as well as lectures given by GRIPS faculty members including President Prof. Takashi Shiraishi, Vice-President Prof. Tetsushi Sonobe, Academic Fellow Prof. Shigeru Morichi, Prof. Shoichi Ando and Prof. Narushige Michishita. In addition, lectures were given by Prof. Tran Van Tho (Waseda University), Mr. Hideichi Okada (Senior Executive Vice President of NEC Corporations, Former Vice Minister for International Affairs of METI) and Mr. Nobuo Ishihara (President of Research Institute for Local Government, Former Deputy Chief Cabinet Secretary). The participants learned about a wide range of subjects related to leadership and management, including the strategic relationship between Japan-Vietnam, modernization and development strategy, government and public administration, governance structure, role of government, civil service system, discipline and ethics in the government and anti-corruption measures, Crisis Management (National Security), Transportation Policy, and Disaster Management.

 

In Tokyo, participants visited the National Diet of Japan. They also visited the Keidanren and had a dialogue with the chairman and members of the Keidanren Japanese-Vietnam Economic Committee.

 

The delegation also took a field trip to Kyoto and Kobe. At Kobe City and Hyogo Prefectural Government Office, they learned how each local government office works on crisis management and approaches to disaster prevention.

 

On the final day of the training program, they had a wrap-up session presided over by Prof. Horie. At the completion ceremony, each participant received a certificate of completion of the course.
