Selection of Candidate for the Position of President

of the National Graduate Institute for Policy Studies

On July 15, 2022, the Presidential Selection and Monitoring Committee of the National Graduate Institute for Policy Studies (GRIPS) held a meeting to select a final candidate for the position of President and selected Hiroko Ota, Senior Professor, GRIPS.

1. Candidate for President

Hiroko Ota

Current Position: Senior Professor, National Graduate Institute for Policy Studies

Education: BA (Sociology), Hitotsubashi University, 1976

Field of Study: Economic Policy, Public Finance Policy

2. Term of Office of the New President

In accordance with Article 2, Paragraph 1 of the Regulation on the Term of Office of the National Graduate Institute for Policy Studies (Regulation No. 12 adopted on October 20, 2006, and Regulation No. 23 as amended on October 12, 2010), the term of office is to be four years. However, the Committee requested that the new president begin her tenure as early as possible. Therefore, the provisions of Article 2, Paragraph 2 of the said Regulation shall apply with regard to the last day of the term of office, and the term of office will be from the date of appointment until March 31, 2027.

3. Reasons for Selection

The Presidential Selection and Monitoring Committee voted on Professor Ota after hearing her statement of candidacy. As a result, the Committee concluded that Professor Ota fully possesses the three qualities and abilities required of a president of GRIPS as set forth in the Committee’s “The Desired Image of the President of the National Graduate Institute for Policy Studies,” and is suitable to lead the Institute in contributing to the advancement of democratic governance in Japan and the world. Therefore, the Committee decided to nominate her as the candidate for the next president.

4. Selection Process

(1)   On March 22, 2022, the Presidential Selection Committee decided that the “Criteria of Selection for President of the National Graduate Institute for Policy Studies” (Attachment 1) would apply in the selection of candidates for the position of President of GRIPS.

(The Presidential Selection Committee was renamed the “Presidential Selection and Monitoring Committee” on April 1, 2022.)

(2)   On April 28, 2022, the Presidential Selection and Monitoring Committee chose two preliminary candidates.

(3)   On June 2, 2022, one preliminary candidate withdrew the candidacy.

(4)   On July 5, 2022, the Presidential Selection and Monitoring Committee conducted a hearing and an interview with Professor Ota.

(5)   On July 15, 2022, the Presidential Selection and Monitoring Committee conducted a vote and selected Professor Ota as the final candidate for the position of President of GRIPS.
