GRIPS Forum: “Japanese Development Cooperation in a Changing World: Toward Co-creative Partnerships with Global South Countries”

Abstract :
This year marks the 70th anniversary of Japan’s Official Development Assistance (ODA). After World War II, Japan has made important contributions to promoting socio-economic progress of developing countries, as well as addressing global challenges, through development cooperation as a non-military means. However, recent years have seen dramatic changes to the landscape of development cooperation including increasingly complex development challenges, the rise of emerging economies, the expansion of private-funding to developing countries, and heightened geopolitical risks. Domestically, the creation of a multicultural, inclusive society has become essential. These external and domestic changes are driving a paradigm shift from “aid to co-creation.” In this lecture, I will provide an overview of the evolution of Japan’s development cooperation policies, highlight key features of its approach, and discuss the need for a model change in ODA suited to the era of “co-creation.” I will also discuss which aspects should be maintained and further enhanced.

Speakers’ Profile :
Izumi Ohno specializes in international development policy, development cooperation, and business & development. She was GRIPS Professor during 2002-2024 (March) and also served as Executive Director of JICA Ogata Research Institute during 2018-2020. Prior to joining GRIPS, she worked at the Japan International Cooperation Agency (JICA), the World Bank, the Overseas Economic Cooperation Fund of Japan (OECF), and the Japan Bank for International Cooperation (JBIC). She has served a number of advisory committees in the areas of international development, including a chair of the Advisory Panel to the Minister of Foreign Affairs on the Mobilization of New Funds for Development (March-July, 2024).
What is GRIPS Forum?
Since its establishment in 1997, the National Graduate Institute for Policy Studies (GRIPS) has promoted research and education on a wide variety of policy issues. The GRIPS Forum invites specialists from national and local governments as well as academic and business communities to promote policy studies and expand policy networks.
