GRIPS conducted a five-day training program for 16 officials of the Office of the Council of State (OCS) from June 30 to July 4, 2014.

During the program, participants attended a series of lectures given by Prof. Masahiro Horie (director of Executive Development Center for Global Leadership) and Mr. Tsuyoshi Yoshimuta, former director of personnel policy at the Ministry of Internal Affairs and Communications. Through these lectures at GRIPS, participants learned about leaders and managers, leadership development, ethics in government, management of government, legal systems and legislative services in government, and good governance and trust in government.

During the training program, participants were divided into three groups to discuss the topics of leadership, conflict management, and negotiation. After the discussions, one representative of each group made a report of the group’s discussions during the plenary session.

On the final day, Prof. Horie presided over the summary session. Thereafter, the closing ceremony was held and each participant received a certificate.
