Training Program for National Leaders of Vietnamese Government
GRIPS conducted a ten-day training program for thirteen National Leaders of Vietnamese Government from June 30 to July 9, 2025.
The core topics were Japanese political and administrative system and management, Good governance, Administrative Reform, Infrastructure development, Security, Leadership which are the crucial issues for Vietnamese officials.
During the program, participants attended lectures delivered by: the program director, Vice-President Prof. Hirofumi Takada (Director of the Executive Development Center for Global Leadership), GRIPS faculty members including Prof. Emeritus Kiyotaka Yokomichi, Prof. Kazuaki Takahashi, Senior Prof. Hitoshi Ieda, GRIPS Alliance Senior Fellow Hideshi Tokuchi and Prof. Kunihiko Shinoda, as well as President Masakatsu Okamoto from Japan Academy for Municipal Personnel and Associate and Prof. Ayano Hirose from Rikkyo University.
Participants studied a wide range of subjects mainly covering Japan’s practical experiences such as; Political and Administrative Systems and Management, Administrative Reform and Good Governance, Global Warming and Decarbonization Policies, System of Japanese Local Government and its Relationship with Central Government, A few discussion points on infrastructure based on the experience of Japan, Security in Asia, International stability and international cooperation in the Indo-Pacific, as well as Leadership. After each session, there was a time for Q & A and discussion, and the Vietnamese participants actively exchanged their opinions and comments.
In addition to the lectures, participants attended a presentation on “Promoting Digital Transformation (DX) in Japan’s Public Administration” at the Digital Agency of Japan.
The delegation went on a three-day field trip to Toyama and Ishikawa prefectures.
In Toyama prefecture, participants visited Toyama City Hall and Glass Art Museum. At Toyama City Hall, they were briefed on the Smart city and Compact city. After that, they took a tram and toured Glass art Museum, which was introduced in the lectures. In Ishikawa prefecture, they visited three local companies: TSUDAKOMA Corp., NIKKO COMPANY and ACTREE Corporation. They not only toured the factories, but also received presentations on environmentally friendly business practices and each company’s unique initiatives. Urban development and environmental issues are topics of great interest to the participants, who will be responsible for the future of Vietnam. They had an active and lively discussion on these topics. In addition to the visits, we held a networking event with business professionals in the Hokuriku region in cooperation with Hokuriku AJEC. At the event, participants actively interacted with each other. On the third day, they visited Kenrokuen Garden and learned about how Japanese culture and traditional tourism resources are utilized. The participants were warmly welcomed by the people of Toyama and Ishikawa.
On the final day of the training program, on behalf of the participants, the leader gave a speech on the content of the intensive ten-day program and presented how they would reflect lessons learned in their work after returning home.
