Country: Laos

According to my graduate research and the current economic situation occurring in Laos, I am academically keen on conducting the research on the macroeconomic issues, including how to address the budget deficit, trade deficit, instable foreign reserves and other solutions leading to macroeconomic resilience. As a matter of fact, my significant research interest aims to bring and/or slow down any ongoing or possible impacts towards the economy of Laos amidst the global trade war.

My academic life began from the BA of general economics from the National University of Laos from 2000-2006; whereas I got a chance to be a student under the ASEAN and South Korea Student Exchange Program in 2001-2002. Later on in 2007-2009, I was awarded the Japanese Development Scholarship (JDS) to undertake the master degree of International Development Program, Graduate School of International Relations, International University of Japan, Niigata prefecture. After a long lasting study, I decided to serve the Office of Party Central Committee (OPCC) of Laos from 2011 until the middle of August 2019. As a result of the long working experience as a Head of Economic Division, Department of General Research (Think Tank) under OPCC supervision, I need to upgrade my new knowledge and other up to date skills, then I was granted the permission to apply for the PhD study within 2 years starting from 2018 to 2019. Due to that reason, I chose the G-cube program offered by GRIPS as my last episode of the academic journey.

I believe that by selecting the G-cube program in GRIPS, it does not only provide me the knowledge, but also the effective approaches to succeed in leadership.

My current research interest is on the development of China's Belt and Road Initiative and Japan's Free and Open Indo-Pacific and the interactions between the two especially in transport infrastructure projects in Southeast Asia.

Under MEXT scholarship, I graduated from Yamagata University in (international) policy studies in 2007. My Master's thesis was to compare the George W Bush's policy toward China before and after the 9/11 incident by employing the Constructivist Approach as a tool of analysis. After my return to Thailand, I worked in two Japanese companies based in Bangkok before joining JICA (Japan International Cooperation Agency) Thailand Office in 2010. At JICA Thailand, I had been assigned to a variety of sectors to formulate, monitor, and evaluate technical cooperation and ODA loan projects in the country. The sectors ranged from disaster management, anti-human trafficking, urban development, governance, customs, and human resources development.

With the G-cube program, I expect that I could capacitate myself with advanced analytical and leadership skills needed for my organization, JICA, in the time when the global and political environment rapidly changes.

Current research interests

My research interest generally focuses on maritime security, as to how each country in Asia-Pacific confronts the broad security spectrum of the maritime field, which includes counter-piracy, drug interdiction, maritime patrols in contested areas, marine environmental protection and maritime law enforcement.

Background (school and work)

I was a commissioned Philippine Coast Guard officer before joining the G-cube program, assigned at the national headquarters and performed numerous functions in different capacities. These include providing justification for expanding the human resources and increasing its annual budget, the establishment of new Coast Guard bases to enhance its maritime security capability and restructuring the entire PCG organization in line with its present mandates. I attended numerous military and coast guard training locally and abroad. I completed my MA at the Philippine Merchant Marine Academy Graduate School. I was also part of the first batch of the Japan Coast Guard initiated Maritime Safety and Security Program which was administered jointly by GRIPS and the Japan Coast Guard Academy in 2016.

Why G-cube ?

In order to better understand the intricacies and complexities of the maritime arena, it requires multidisciplinary and holistic approaches. This is the primary reason why I decided to join the G-cube, since it is not limited to a particular field. The program is academically designed to teach the students to evaluate the multifaceted dimensions of a certain issue through history, economics, and politics.

I am interested in studying regional economic integration, mainly in the policy making aspect in the creation of an RTA/FTA and the interaction among the related stakeholders.

I recently held the position of Deputy Director (Act) for Asia-Pacific and African Intra-Regional Cooperation at the Ministry of Foreign Affairs of the Republic of Indonesia in which I was heavily involved in the chairing and hosting of the Asian-African Conference 2015 and the APEC Indonesia 2013. As a career Diplomat, I was posted as Vice Consul for Economic Affairs at our Consulate in New York City in 2008 and I was sent for a short assignment as Attaché to our Embassy in London in 2004 after joining the Ministry in the end of 2003. I am interested in what promotes industrialization and long-term economic growth, focusing on the development process of industrial clusters in various countries. Knowledge on these issues will help my career to support many efforts currently being conducted by the developing world.

After graduating from Meiji Gakuin University in Japan, I have been working in Japan International Cooperation Agency (JICA) since 2002, being involved in ODA projects mostly in South Asia. I served as a resident staff in the Bangladesh local office for three years from 2006. Subsequently I joined the master course at London School of Economics and Political Science to study pro-poor growth strategies.

I engaged in discussions and the formulation of the assistance strategy for Pakistan a few years ago, arguing that the critical issue is to provide employment to Pakistan's growing population in order to stabilize the society and to achieve inclusive growth. Through its formulation process, I felt a strong need of not only analytical skills but also broad historical views on the economy, society and so on. This is the core motivation to apply for this program.
