本プログラムでは次の三本柱を中心にカリキュラムを組んでいます。
(1)リーダーとしての基本的素養
複雑化するグローバル社会の中で、国家・国際機関・経済界など様々な場面において、トップリーダーとして深い思慮に基づき、適切な判断・決断を行っていくためには、大局観を持って、個別具体的な問題・課題を大きな枠組みの中で理解し、問題の根源を把握する能力が必要です。そこで歴史を基礎科目とし、現在世界の直面する諸課題を、マクロ的な文脈の中で把握する大局観を涵養します。また、国内外の政・産・官・学等から講師を招き、自らの経験をもとに講義してもらい、そこから基本的素養や様々な物の見方を学んでもらいます。
(2)個別政策課題についての深い知見と分析能力
現在直面する諸課題に対処するには、個別政策課題についての深い知見と分析能力が必要です。そこで政治、経済、国際関係、科学技術イノベーション、行政組織運営など方法論に関する基礎講座を履修させ、こうした課題についての基本的知見を習得させます。その上で、グローバル・先進国・新興国・途上国の4クラスター別に、少人数によるチュートリアル形式の授業で、各クラスター固有の政策課題等について集中的な議論やディスカッションを行うことにより、深い知見と分析能力を身につけさせます。学位プログラムを通して密な指導と新たな刺激が受けられるプログラム構成となっています。
(3)言語、文化、歴史、専門、国籍を超えたコミュニケーション能力
本プログラムの授業はすべて英語で行います。日本人学生と留学生が、英語で共に学び、協力し競争することで、互いに尊敬し、深いレベルでコミュニケーションできる能力を身につけさせます。また講義の他、シミュレーション等を行うワークショップ形式の授業も取り入れ、学生同士で集中的な議論をすることで相互作用を促し、言語、文化、歴史、専門、国籍を越えて知的な議論を行う能力を身につけさせます。
一人一人を丁寧に育てる、チュートリアル形式の指導
本プログラムでは必修科目として、チュートリアル形式の授業を開講します。チュートリアルとは、欧米の大学などで行われる授業スタイルで、学生数名に対して教員が集中的な指導を行う教授法です。チュートリアルはグローバル、先進国、新興国、途上国の4クラスターに分けられ、学生はそこから主専攻を含めて4つの政策課題を選択します。主専攻クラスター以外からも履修させることにより、比較する視点と広い視野を身につけさせるとともに、教員や学生同士が議論・分析・反論・批評など、密な議論をすることを通じて、個別の政策課題に関する深い知見と分析能力を習得させます。また本プログラムでは議論するだけでなく、小論文形式にまとめさせるという指導方法を取り入れることで、学生が受け身ではなく学問として自ら思考し身に着ける点を重視しています。チュートリアルもすべて英語で行います。
