COVID-19 and Evolving State Capacity in Indonesia and the Philippines

The governments in Southeast Asia have taken different policy measures to handle with the COVID-19 and resulted into diverse consequence in the region. This research studies the crisis management by the governments in Indonesia and the Philippines. First, it identifies the salient nature of the countermeasures against the pandemic in two countries. Second, it scrutinizes the complex coordination mechanism including health experts, economic managers, law enforcement officers and politicians at the national and local level. Third, by putting the case of countermeasures in comparative and historical contexts, we examine to what extent the governments have institutionalize the past experience. The research aims at enriching our knowledge on the pandemic by adding the cases of Indonesia and the Philippines and also contributing to the literature on state capacity in emerging states.
