The 96th GIST Seminar “Scientific Advice During Crises: Facilitating Transnational Co-operation and Exchange of Information”

■Outline

Recent crises such as the 2011 Great East Japan earthquake, the West Africa Ebola outbreak and the Zika and microcephaly public health emergency have highlighted the special challenges around transnational co-operation and exchange of information across countries in crisis situations. An OECD Global Science Forum (GSF) report on Scientific Advice for Policy Making: the Role and Responsibility of Expert Bodies and Individual Scientists , published in 2015, also identified international cooperation as an area for improvement. Hence in 2016 GSF launched a follow-up project on Scientific Advice During Crises: Facilitating transnational co-operation and exchange of information in order to develop an improved understanding of national mechanisms for obtaining scientific advice in emergencies, how these mechanisms interact across constituencies during transnational crises and the barriers to information sharing that exist in such situations. The final report was published in October 2018. The report indetifies five key areas where policy action is necessary to improve the provision and use of science advice in international crises. In this seminar, we will introduce the key points of the final report and its policy recommendations.
