The 92nd GIST Seminar “Innovative Technological Industry Development, STI Policy and Civic Participation”

■Outline

The rapid evolution in science and technology and the advent of emerging economies joining the global production network has been bringing the competition pressure to global innovative technological industries. This means, for government, it will become more difficult to sustain the nation’s industrial competitiveness than ever, as well as sheds light on the importance of supporting industrial development through public policy, in particular science, technology, and innovation (STI) policy. Governments around the world, however, are facing hardship fiscal condition and the growing discontent in the society, which implies that, on the one hand, government need to enhance the effectiveness of policy implementation, and on the other hand, listen more to the civic opinion when making policy. In this seminar, Patrick Liou will discuss two issues: the first is Taiwan’s innovative technological industry development, including the status quo of Taiwan’s innovative technological industry and the challenges it face. Then, he will introduce three STI research methods that he and his institute used to assist the government in response of the challenges of the nation’s sustainable development. These methods are about technology foresight, evaluation of capability of key enabling technology development (KETS), and assessment of economic impact of STI policy.
