Program for Top Executive of Vietnamese Local Government, 2016

In response to the request from the Central Committee of Organization and Personnel (CCOP) of the Communist Party of Vietnam, GRIPS conducted a ten-day training program for top executives of Vietnamese local government from November 7 to 16, 2016. This program was organized for the first time. GRIPS welcomed 17 top executives of local governments selected by the Monitoring Office of Program 165, to provide lectures and local visits on local governance and regional revitalization.

 

 Exif_JPEG_PICTUREDuring the program, participants attended lectures given by the program director, Prof. Kiyotaka Yokomichi (Vice President of GRIPS) as well as faculty members of GRIPS including Prof. Hiroshi Ikawa, Prof. Hirofumi Takada, Senior Prof. Masahiro Horie (Director of Executive Development Center for Global Leadership), Prof. Takashi Shiraishi(President of GRIPS), Mr. Hideshi Tokuchi(Senior Fellow, GRIPS Alliance), Associate Prof. Yasuyuki Watanabe, Vice President Prof. Tetsushi Sonobe and Associate Prof. Asana Okawa.

 

The participants learned a wide range of subjects related to the local government system, the local financial system, the local government personnel system, the regional revitalization, the administrative reform and the fair management of administration in Japan as well as the security policy and international relations in Asia. Vietnamese participants, who are at the top positions in their cities or provinces, were actively asking questions and discussing with professors, and seemed to have learned a lot about the leadership.

 

Besides the lectures in GRIPS, with the support of other parties, we’ve organized several site visits in Tokyo, Yokohama city and Shizuoka prefecture.

In Tokyo, participants visited the Ministry of Internal Affairs and Communications to meet with director General for Secretariat’s Policy Matters, and learned about the organization and function of the ministry.

In Yokohama, the delegation visited the city hall and the Port of Yokohama. At the city hall, they met with the deputy mayor of the city and learned about the development strategy. At the Port of Yokohama, they took a boat tour. While viewing the whole picture of the port, the lecture on the structure and function of the port was provided by an officer of the Port and Harbor Bureau. The participants were greatly inspired by the features and the development of Yokohama, the 2nd most populated city in Japan.DSC_6222Exif_JPEG_PICTURE

 

In Shizuoka, the delegation visited Shizuoka prefectural government and Fukuroi city hall and learned about the local revitalization. They also visited a farmer’s market and an international stadium. By looking at various aspects of Shizuoka with its varied and well-developed industries, they could deepen their understanding on local governance in Japan. The tour also included a visit to the tomb of Sakitaro Asaba, a financial supporter of Vietnamese independence movement, and the delegation rediscovered the historical relationship between Vietnam and Japan.

 

On the final day of the training program, the certificates of completion were given to all the participants after reviewing the intensive ten-day program.
