Public Administration and Leadership Training Program for Promising Thai Government Officials 2016

GRIPS had the Thai Public Administration and Leadership Training Program (PMLTP) for 12 days from May 23 to June 3, 2016. The program has been held in response to the request of the Office of the Civil Service Commission of the Thai Government since 2007. In this 10th year of the program, GRIPS welcomed 12 promising government officials selected by the Thai Government.

 

During the program, participants attended lectures given by Professor Masahiro Horie (PMLTP Program Director; Senior Professor; Director of Executive Development Center for Global Leadership) as well as lectures given by GRIPS faculty members including Prof. Yonosuke Hara (Academic Fellow), Prof. Mikitaka Masuyama (Vice President), Prof. Hiroshi Ikawa, Assoc. Prof. Yasuyuki Watanabe, Prof. Hiroko Ota(Former Minister for Economic and Fiscal Policy), Prof. Junya Hoshida , Prof. Tateo Arimoto and Prof. Shigeru Morichi (Academic Fellow). In addition, lectures and seminars were given by Shoichi Ando (Former Professor of GRIPS). Participants learned about the wide range of subjects by lectures titled Introduction to Japanese Government and Public Administration, Administrative Reform, Middle Income Trap, Japan’s Electoral System and Party Politics, Local Government and Decentralization in Japan, Policy Process, Civil Service System and Personnel Management, Japanese Economy and Economic and Fiscal Policies, Urban Transport Policy, Science and Technology Policy in Japan, Declining Birth Rate and Aging Population, and Social Security Policies, Leaders for the 21st Century, and Characteristics of Japanese Public Administration.

 

Leadership workshops were held two times at GRIPS. The first round is with executives of leading Japanese companies and other private organizations.
The second round is with officials of the Japanese government and GRIPS students from overseas and Japan. They exchanged their views and opinions and build networks. Prof. Horie, Prof. Takada and Assoc. Prof. Watanabe served as moderators.

 

In Tokyo, participants visited METI (Ministry of Economy, Trade and Industry) and MOE (Ministry of the Environment). At the METI, they received briefings related to Industrial and Energy Policies in Japan, and had an opportunity to have an exchange opinion.
At the MOE, they were given special lectures on water environment administration air pollution control policy of Japan, and global warming countermeasures of Japan.

 

The PMLTP participants also took a field trip to Nara Prefecture, Kyoto Prefecture and Kyoto City to pay courtesy calls and receive briefings on tourism and environmental policies in Nara and Kyoto. They also visite OMRON Corporation one of the leading-edge companies in Kyoto.

 

After coming back from their field trip, the participants had intensive group discussions on leadership at the plenary session. For the final part of the training program, each participants wrote a short paper on leadership and presented at wrap-up session, and they completed this training program.
