Second Workshop for Leadership and Management Development in Asian Countries held at GRIPS

The Second Workshop for Leadership and Management Development in Asian Countries was held at GRIPS between September 29 and October 1, 2014. The 3-day workshop, jointly organized by the Japan International Cooperation Agency (JICA) and Hitotsubashi University, was the midterm report meeting of the two-year Asian Leadership and Management Research Project. At the workshop, participants shared their research findings to date, and exchanged ideas for the completion of the general papers.

 

Thirty participants, all from either government or academia, took part in the workshop; among them were 7 authors of general papers from the study countries of the project: Indonesia, Philippines, Thailand, and Vietnam. This workshop was also part of a course in the Knowledge Management Training Program for ASEAN countries. There were 18 participants from the four study countries, including authors of case study papers created in this project, and 5 participants from Cambodia and Laos.

On the first day, following opening remarks by GRIPS Vice President Kiyotaka Yokomichi, the representatives of the four study countries gave presentations and Prof. Kazuo Ichijo, Dean of International Corporate Strategy, Hitotsubashi University, gave a special lecture on the application of knowledge management theory in various countries.

 On the second day, in Workshop 1, participant discussion focused on the comparison of cases as a form of stocktaking. Then Mr. Norio Fukuta, representing the National Personnel Authority, gave a presentation titled “Systems vs. Real Practices in Japanese Civil Service Management,” and Prof. Ikujiro Nonaka, Professor Emeritus of Hitotsubashi University, gave a special lecture on knowledge creation among nations. Later the same day Prof. Nonaka had a consulting session with the research leaders from the study countries. The leaders made brief remarks about their priority issues and related working hypotheses, discussed the results of some cases, and received guidance from Prof. Nonaka on the construction of their general papers.

On the third day, in Workshop 2, “Leadership and Personnel Development,” participants discussed issues related to the development of human resources, focusing on leadership quality, institutionalization, and personnel development systems. Workshop 3, “Organizational Development,” featured an active discussion of issues related to the development of organizational factors, focusing on organizational learning systems and policy systems.
