Training Program for Officials of Ministry of Finance in Indonesia

  GRIPS had a training program of competency-based human resource management for officials of the Ministry of Finance of the Republic of Indonesia from December 4th to December 13th, 2013.

 

  Participating in the program were 28 officials who are engaged in human resource development and personnel management. Participants were mainly from the Financial Training and Education Agency of Ministry of Finance but also from offices responsible for personnel management in several divisions of the Ministry.

 

  During the program, participants had lectures by Prof. Masahiro Horie (Director of Executive Development Center for Global Leadership), Mr. Kazuhito Takenaka (Ministry of Internal Affairs and Communications (MIC)), Ms. Yukiko Imai (MIC), Mr. Hideki Izumi (MIC), Mr. Yoichi Niiya (National Personnel Authority), Mr. Hirotaka Endo (Fuji Xerox. Co., Ltd.), and others. Through these lectures at GRIPS, they learned about the Japanese civil service system, personnel management, and human resource development at the central and local government levels while

 focusing on competency and performance evaluation. They also learned about a case of competency-based management in one private company, Fuji Xerox. Co., Ltd.

 

  Participants visited the Ministry of Internal Affairs and Communications as well as the Human Resource Development Center of Kawasaki City to promote better understanding of personnel management and human resource development in Japanese local governments. They had briefings and lectures about Kawasaki City and the personnel evaluation system that has been in place in Kawasaki City since 2006.

 

  In the last part of the training program, a two-day workshop was conducted by Mr. Takenaka and Ms. Imai from MIC.  Participants were divided into several groups and experienced “personnel evaluation including competency evaluation” used by the Japanese Government through some group activities.

 

  On the last day, the wrap-up session was presided over by Prof. Horie. Thereafter the completion ceremony was held and each participant received a certificate of completion of the course from Prof. Horie.
