On January 21, 2011, the Fourth GRIPS International Friendship Concert was held at the National Graduate Institute for Policy Studies (GRIPS) Sokairo Hall. Over 240 people were invited to the concert. It provided an opportunity for GRIPS students and faculty members to cultivate friendships with local residents and appreciate music together. GRIPS co-hosted the concert with the Minato Kiss-port Foundation and Organization of Artists from the Japanese Government Overseas Study Program, sponsored by the Agency for Cultural Affairs.

The concert featured both Japanese and foreign music, including famous arias performed by four Japanese opera singers, namely, Ms. Hiroko Mahara (Soprano), Ms. Makiko Yamashita (Mezzo Soprano), Mr. Masaya Fuse (Tenor) and Mr. Kazunori Kubo (Baritone). The audience showed their enjoyment of the wonderful performances with enthusiastic applause and cheers. At the reception following the concert, GRIPS students and guests got a chance to socialize and a student gave a speech expressing his gratitude for the concert.
