The 142nd GRIPS Forum “Creating a Society for Female Participation with the Support of Men “

of Electro-Communications, Former Director-General, Gender Equality Bureau, Cabinet Office, gave a lecture titled “Creating a Society for Female Participation with the Support of Men”.

Abstract:

The fifth of the Sustainable Development Goals(SDGs) proposed by the United Nations and supported by Japan is gender equality, and this is deeply connected to the other 16 goals.As countries around the world make efforts to achieve gender equality, Japan has fallen to 111th place out of 144 countries in the Gender Gap Index published annually by the World Economic Forum. Japanese society is aging and the birth rate is falling, so for the sake of its future it is necessary to obtain the support of men and create a society in which women can participate.

Haniwa Natori graduated from the Faculty of Law at the University of Tokyo, and went on to work at the Ministry of Justice. She gained a master’s degree in political science from GRIPS’ former incarnation, the Graduate School of Policy  Science (GSPS) at Saitama University. In her role as Director of the Office for Gender  Equality at the Prime Minister’s Office, she created the Basic Act for Gender Equal Society. While she was Director General of the Gender Equality Bureau in the Cabinet Office, a cabinet resolution was passed approving the Second Basic Plan for Gender Equality, which included the 202030 target (30% female participation in all areas of society by 2020). She was a member of the Cabinet Office’s Information Disclosure and Personal Information Protection Review Board, of which she was also vice chairman. Currently, her roles include being a member of the Liaison Conference for the Promotion of Gender Equality as well as a visiting professor at Kumamoto University.
