Policy
Research Center
The Policy Research Center is the overarching entity for policy studies
within which several research units have been established. The research
units are dedicated to specific policy issues that the world faces today
and will encounter in the near future. These units conduct their research
activities for a period of three to seven years. When their objectives
have been achieved, they will disband, making way for new units with different
objectives. Ph.D. candidates are encouraged to participate in research
activities that are compatible with or complementary to their own research
areas. The Center is open to researchers from outside GRIPS who are willing
to collaborate with the staff of our institute. In addition, a special
arrangement has been made to invite non-Japanese scholars of international
renown to conduct research at GRIPS for a period ranging from a few months
to several years.

for Study of International Development
Strategies
The Center was established as a center of research on international development
strategies to survey global activities in international economic development
and pursue strategic and policy-oriented research on economic development
trends and issues. To achieve this goal, the Center will maintain working
relations with other institutions and will make available the results of
its work to interested parties through its website.
The Center emphasizes research on international development strategies,
development experiences in East Asia, aid strategies for Africa, systematization
of development experiences, as well as research within the 21st Century
COE Program Asian Development Experience and Its Transferability launched
in 2003. Results of this research will be widely distributed, along with
results of research on international development trends.
The Center has three components: the Development Strategy Survey Unit (Current
Trends); the Development Forum (Policy Studies) and the Development Strategy
Research Project (Empirical Studies). The treatment by these components
of the subject matter--international development strategies--is intended
to be distinct, yet complementary.
The Center works closely with the Support and Coordination Project for
University Cooperation in International Development- a project launched
by the Ministry of Education, Culture, Sports, Science and Technology at
the same time the Center was established.

under the umbrella of the CSIDS:
Institute for Comparative Studies in Local Governance
Many Asian countries are now facing substantial challenges, such as the challenge to improve the quality of administration services and to enhance democratic governance as their economies develop. Asian countries are promoting decentralization and strengthening local governance in response to these challenges.
The Institue for Comparative Studies in Local Governance was established
to contribute to further development of local governance in Asian countries
through (1) promotion of research on local governance; (2) dissemination
in English of the research results as well as information on current trends
in Japanese local governance; and (3) formation of networks with research
institutes on local governance in Asian countries.
In 2005, the institute embarked on a project for international dissemination
of information on local governance systems and their operation; the project
was sponsored by the Council of Local Authorities for International Relations
(CLAIR). The goal of this project is to compile materials on systems of
local governance and their implications in Japan and translate these materials
into foreign languages. Currently, a research committee of specialists
on local governance is working on compiling the following materials:
- A glossary of translations of words relating to local governance
- English translation of statistical materials regarding local governance
- Collection of documents and materials on local governance
- Up-to-date information on trends in local governance
- Information on systems of local governance and their implementation by
sector
The project is devoted to research on decentralization policy in Asian countries and on identifying what kinds of institutional design and management work well for local governance. The scope of the research also includes the history and practice of local governance in Japan since the Meiji period.
In cooperation with CLAIR, the institute offers a library that stores about
2000 documents as well as statistical and other materials, all related
to local governance in Japan and abroad. The institute will continue to
supplement this library by collecting documents and materials related to
local governance from both inside and outside Japan.
The institute also provides support to training courses for government
officials from Asian countries.
