Recovery Policy for the Fishery Sector and Fishing Rights Redesigning after the Great East Japan Earth Quake

The damage to the Fishery Sector (the fishery and related industry) that is the key industries of the devastated area is very serious by East Japan great earthquake on March, 2011 and the nuclear plant accident followed made further damage.

It is important to restore devastated area physically and to revitalize fishing grounds and to recover and manage resources which
The other problem is reorganization of the fishery right which may be changed in their future practice by earthquake and sequential nuclear plant accidents.
The system of the fishery right should be elucidated l to compare with the changes with those of Japan and Korea and Okinawa. And similarly , the fishery resource management can be usefully examined in comparison with those of the state of . Alaska, States of New England, Australian Nz for introduction of ITQ(Individual Transferable Quota)as the better management system of resources and fishery..
An IQ system is introduced in Niigata and performs close analysis while gathering the proof data.
Based on these analyses the project performs the policy proposal about the compensation in the devastated area, the appropriated future schemes of the Fishery Sector, labor transfer from the areas to others from the following points of view.

(1) Recovery Plan for the Fishery and reorganization of the Fishery industries.
(2) A system and design for new resource management
(3) Influence and compensation of the nuclear power ,and Reorganization of Fishery Right during e the period for restoration.
