Promising young government officials from Asian and other countries with quality work experience of at least three years.
Under 40 years of age as of October 1, 2012
A minimum TOEFL-iBT score of 79 (TOEFL-CBT score of 213, TOEFL-PBT score of 550) or equivalent.
