Joined the Economic Planning Agency in 1966, and wrote major parts of the Economic White Paper in 1990 and '91, Served as the Vice-Minister for International Economic Affairs in 1997 and 1998. Professor at GRIPS, 1998. Visiting Professor at GRIPS, 2009-present. Professor Emeritus at GRIPS, 2010-present
