2008年3月13日(木)から14日(金)にかけて、本学政策研究プロジェクトセンター国際会議事業の補助を得て、高等教育政策の計画、実施、評価に関する国際会議を開催した。海外の研究者3名、国内の研究者2名による招待講演をもとに、国内外から、約50名の参加を得て、活発な議論、討論を行った。会議の報告書として、『高等教育政策の計画、実施、評価に関する国際会議(International Conference on Planning, Implementing and Evaluating Higher Education Policy)』として出版した。
“Quantitative Social Systems Analysis”
Operations research is a scientific approach used for investigating the structure and the function of various systems, solving many problems occurring in the system, then making reasonable and desirable decisions. Main objective of this course is to introduce various operations research techniques for dealing with quantitative data, then to apply software packages for purposes such as statistical analysis, simulation and optimization in order to investigate various types of social systems. Mathematical model building techniques and solution methods will also be explained in order to solve many kinds of problems occurring in our social systems. Topics will be selected from various areas such as industry, public sector, and so on depending upon students' needs, preferences and academic backgrounds. Lectures will be given with many examples, not only theory itself, so that the students can understand even though they do not have enough mathematical background.

Rabindra Bhandari : Mathematical Modeling Analyses for Optimizing the Japanese Energy Supply System わが国の1次エネルギー消費、電力エネルギー消費の推移を回帰モデル、マルコフモデルを用いて分析し、さらに将来における我が国の1次エネルギーの最適供給システムを数理計画モデルを用いて求めた研究である。

Tycson G.Myla “Application of gravity and entropy model approach to analyse Japanese shipping industry” 本論文は、わが国の海運業を対象として、輸送の物資、形態、経路等についての現実データを基に、過去の推移を定量的に分析したものである。分析手法として重力モデル、エントロピーモデルを用いることによって、輸送物資によってどのような形態、経路上の特徴があるかを明らかにした。特にエントロピーモデルを用いた詳細な分析、パラメタの設定方法に関する工夫などが評価される論文である。
Karmini “Optimizing commuter trains's chedule during morning peak hours in Jakarta” 本論文は、インドネシアの首都ジャカルタにおける朝夕のラッシュ時における通勤電車のスケジューリング問題を数理計画モデルを用いて解析したものである。ジャカルタにおける通勤ラッシュ時の深刻な問題は混雑であるため、それを軽減、解消するためのソフトな対応策としてのスケジューリング問題を離散型最適化数理計画モデルを用いて定式化し、最適解を求めた点が高く評価できる論文である。
