After obtaining an
MSc, (Engineering) at the University of Tokyo
(1968), he conducted research at Studiengruppe fuer
Systemforschung in Heidelberg from 1970 to 1975 and
received a Dr. Phil. in the School of Economics and
Social Sciences from the University of Heidelberg
in 1975. He held a faculty appointment as Associate
Professor in the Institute of Socio-economic
Planning, Tsukuba University, from 1975 to 1992 and
a joint appointment as Director-in-Research of the
National Institute of Science and Technology Policy
from 1988 to 1990. He held a faculty appointment as
Professor in the Graduate School of Policy Science
from 1992 and in this Institute from 1997.

research interests:
In order to clarify
what science and technology policy should be, he
has investigated science and technology policy and
the related organisations in selected countries. In
this context, he has made a trial of the
systematising of the science and technology
policy's goals in the Engineering Academy of Japan.
In the field of research and technology analysis,
after developing and verifying the Science and
Technology Development Cycle Model, he is applying
it to some developing countries, and analysing an
evolutionary process of R&D out-sourcing by
Japanese manufacturing industry to test some
hypotheses.
