Center of Excellence (COE) Programs
Global Center of Excellence (COE) Program
The Global COE Program provides funding support for establishing education and research centers that perform at the apex of global excellence to elevate the international competitiveness of the Japanese universities. The program strengthens and enhances the education and research functions of graduate schools so as to foster highly creative young researchers who will go on to become world leaders in their respective fields. This it does by allowing them to experience and conduct research of the highest world standard.

The Ministry of Education, Culture, Sports, Science and Technology(MEXT) established a budget to launch a new initiative called the 21st Century COE Program in 2002. The program works to cultivate a competitive academic environment among Japanese universities by giving targeted support to the creation of world-standard research and education bases (Centers of Excellence). This program thus seeks to raise the standard of education and research and elevate Japanese universities to the world's highest echelons, while fostering people of talent and creativity who will assume roles as world leaders. The program aims to promote the development of universities that are vigorous in the pursuit of their mandates and that are competitive at the highest levels of international excellence.
In 2003, the GRIPS research project "Asian Development Experience and Its Transferability" was selected to receive support from the 21st Century COE Program.
The COE programs are funded by the Ministry of Education, Culture, Sports, Science and Technology.
The Project for Oral History and Policy Enrichment (POPE) was launched as one of the COE programs in 2000.
