GRIPS conducted a 12-day training program for officials of the National Development Planning Agency (BAPPENAS) of the Republic of Indonesia on December 1-12, 2014. Selected by BAPPENAS, the 25 participants included BAPPENAS officials in addition to faculty members of the University of Indonesia, the Institute of Technology Bandung, and other universities related to BAPPENAS.

During the program, participants attended 18 lectures given by the program director, Masahiro Horie, (Senior Professor and Director of the Executive Development Center for Global Leadership), as well as lectures given by the following GRIPS faculty members: Professor Hisayoshi Hashimoto, Professor Hiroshi Ikawa, Professor Kenji Umetani, Professor Kenji Shimazaki, Professor Ikuo Shimomura, Professor Hirofumi Takada, and Associate Professor Junya Hoshida. Lectures were also provided by Mr. Fumihiro Kabuta of the Ministry of Agriculture, Forestry, and Fisheries, Professor Hikaru Kobayashi of Keio University, Professor Hideaki Tanaka of Meiji University, and Mr. Hiroshi Nagano, a former GRIPS professor.

The participants learned about a wide range of subjects related to both national and local governments. Among the many topics covered were administration, budget, and accounting systems; budget implementation, auditing, inspection and evaluation; fiscal investment and loan programs; local governments’ budgeting and fiscal plans; social and economic development; energy demand and supply; national land use and development; social infrastructure construction, urban development, social infrastructure, food, agriculture, and rural areas; social security, environment administration, human resource development, and management; and science and technology promotion. The participants also had an opportunity to learn about traffic control service through a visit to the Metropolitan Expressway Company.

Participants also had a workshop, where they were divided into three groups to discuss the problem of improving planning and budgeting in Indonesia. In the subsequent plenary session, each group presented a report of its discussion.

On the final day of the training program, Professor Horie presided over the summary session. At the completion ceremony, each participant received a certificate of completion of the course.
